Dispute charge/Developer AWOL!!

How can I dispute a charge as the developer isnt responding to my email dated 20th of June 2020? Apple advised that they can not process refund.

I sent another email and called the developer's number but the number is out of order!!!!

How can Apple keep such developers that it is over 20 days without any response, I tried to go slow because of the Covid19 but it seems that the developer is taking advantage of the current situation.

We are unable to help with refunds, account issues or purchases
