iMovie

I started an iMovie project on my iPad. I managed to use Airdrop to send a copy of the project to my MBP where I continued to edit the project.

My question is, how do I transfer a half completed project from my MBP to my iPad/iPhone so that I can continue editing the project using my iPad/iPhone?

I have read how to transfer from iPhone to iPad and vice versa. I have also been able to transfer from iPhone and iPad to MBP.

However, I am unable to transfer the project from MBP to iPhone or iPad and continue to edit the project on the iPhone or iPad.

Your findings are correct. You cannot transfer a Mac OS iMovie project to iMovie for iOS. You would need to share out the movie from Mac iMovie and transfer the whole movie to your iPad and place it into an iMovie for iOS project. However, you would not be transferring an editable project, but only a finalized movie as one large clip that you could edit only to a limited extent.
