iCloud and photo storage on iPhone

My photos have paused uploading to the cloud. Phone Says that "restore from icloud paused...Not Enough iPhone storage. How do i re-start it?

My phone storage is full but i have tons of space on my iCloud. How can I get the photos to "unpause"?

I have icloud photos enabled and also have optimized.

My phone storage options when this started several days ago (when i travelled out of state) was not showing "iCloud Photos". It started showing yesterday, (maybe 3-5 days after this started) as iCloud Photos 1%.

My Other section when managing iPhone Storage sis showing 16.9 GB for at least two days now (just noticed it when calling support), which I was told is too high. So how do i "clear the cache" or get that Other category to let go of whatever it is holding on to ?

I've tried offloading apps, deleting apps, deleting hundreds, at least over 1K photos and several text messages. I have been on wifi back at home for a day or 2. this is severely disrupting my phone!!!

This never happened until I went out of town and was off wi-fi for about 1 day before reconnecting to wifi.

ill check that out, but appears there is a huge "not previously incurred" problem with the cloud right now. I saw several of these types of problems posted. I have not had unusual activity on my phone and the cloud is not behaving as it normally does.

My entire phone is being severely impacted now and from a support call yesterday it may be due to the "other" storage (currently over 16G) cache, etc... not clearing out properly.

I am now not even able to delete photos or albums. They keep coming back.

Thank you! It looks good from what I see. I will try those steps tomorrow. Or wait for my scheduled call on Friday with support. Just suffered through another day of off and on trying to delete things, restart phone and having apps crash, etc.
