Is iCloud based email working today? It loads but I can not open any emails or change folders with out it freezing up. I've tried it on two networks two different laptops and an iPhone 8+ Its been a few hours since I was able to read my email.

Yes a few times, it came back about an hour after I posted the question with no other changes. Perhaps it was localized or ISP related.
Who knows, but happy to hear you're back up and running.
I see that there was an iCloud email outage this morning, Apple says its fixed but I still cannot read email in iCloud over Safari on my phone or two different laptops. Are others still experiencing outages? It looks like it loads but it freezes.
