Silenced calls on iPhone 7+

Some (not all) of my calls are being silenced on my iPhone 7+. Under Settings>Do Not Disturb my only choices are Silence Always or Silence When Screen Is Locked.

No option to never silence calls. Wassup?

If DND is off, those optioned you mentioned aren't relevant. They only matter when DND is on.

Go to Settings>Phone>Silence Unknown Callers and make sure it's turned off.
