appstoreagent: Duplicate request: Can't Install or Update Previously Purchased App

I recently clean installed Monterey on my M1 MacBook Air. All my apps are working fine except for Windy, which I copied over from my backup along with a handful of other iPad weather apps I run on my Mac. Windy runs but the App Store fails to update it to the latest version. (Other apps all update fine.)

Trashing Windy and attempting to reinstall from the Purchased tab in the App Store fails without feedback. The cloud icon spins for an instant, then reappears as a cloud. Console shows the following error message:

error 13:15:27.267323+0000 appstoreagent [PurchaseService]: [F8629E06] Purchase completed with error: Error Domain=ASDErrorDomain Code=506 "Duplicate request" UserInfo={NSLocalizedDescription=Duplicate request, NSLocalizedFailureReason=Request is a duplicate of UPAC16F4D4A/com.windytv.ios:1161387262}

Windy previously updated successfully many times on my Mac before the system re-install. I have no idea what's going wrong.

Copying Windy.app over from my backup again, it launches fine. App Store then shows it needs updated (I have version 33.010111) and the update still fails instantly. With the familiar message in Console:

[PurchaseService]: [1638F9AB] Purchase completed with error: Error Domain=ASDErrorDomain Code=506 "Duplicate request" UserInfo={NSLocalizedDescription=Duplicate request, NSLocalizedFailureReason=Request is a duplicate of UPAC16F4D4A/com.windytv.ios:1161387262}

So I can run Windy but I can never update it. Not good!
