MacOS 12.4 M1 iMac - Photo to wallpaper: Always out of focus

  1. Open Photos App,
  2. Open Desired photo for Wallpaper. In my case, resolution of photo is 4496 × 3000,
  3. Drag/Drop photo over to Settings Desktop (+ sign appears),
  4. Ensure Fit to Screen is selected,
  5. Now in Photos App, zoom/scale to same/similar size as wallpaper. I simply Enter Full Screen view mode.


Notice how pixelated the wallpaper is compared to Photos App version? One other thing I noticed: In Settings->Desktop window, select dropdown option Center instead of Fit to Screen. A tiny version of the photo appears. Is this the photo being stretched to almost full screen? That might explain it. 


I don't recall running into this problem prior to Monterey on my M1.

Solved it. You can't drag/drop from Photos to Settings/Desktop app. You must use the Settings photo selector (lower left pane). Then it works fine.
