My Apple ID setting is falling repetitively

I cannot set my apple ID on the iPad. Message: "verification failed".

I tried twenty times!

If you are using a cellular iPad, did you make sure that "Cellular data" is enabled in the Settings/Cellular?

In case you are using a Wi-Fi connection, make sure that no VPN is enabled and your router is not blocking the contact to Apple servers.
